Inspectors documented what they saw, issued violations, returned, and left a public record. West Hollywood closed a serious habitability complaint as “maintenance completed” without a public inspection report showing what it examined or corrected.

Why the records diverged

QUALIFICATIONS FOR INSPECTION.

A public record does not appear by accident. It depends on a system that sends the complaint to someone qualified, documents what that person found, and refers work outside that person’s lane. San Francisco’s records show that sequence. West Hollywood’s records show a credentialed Building & Safety lane on paper—but this ceiling-collapse complaint was handled in Code Enforcement.

INSPECTORS TRAINED TO INSPECT.

6270 · Housing InspectorTwo years of code-inspection experience. The class specification calls for identifying housing hazards, preparing detailed reports and notices, issuing abatement orders, performing follow-up inspections, and maintaining enforcement records.
6331 · Building InspectorFour years of building-construction supervision or inspection experience. ICC Building Inspector certification is required after appointment. Duties include investigating unpermitted or substandard buildings, preparing violation notices, and following up to assure correction.

West Hollywood

A TECHNICAL LANE—AND A DIFFERENT ROUTE USED.

50302 · Senior Combination Building InspectorFive to seven years inspecting residential and commercial construction in all phases, plus required ICC building and trade certifications. The job includes complex inspections and reinspections, correction notices, citations, inspection records, and written reports.
Lane used for this complaint50303 · Code Enforcement OfficerHigh school diploma or GED and one to two years of related experience. Penal Code 832 is required within six months. Code Enforcement Officer certification is listed as desirable; no ICC building-trade credential is required.

REFERRAL REQUIRES RECOGNITION.

A Code Enforcement Officer is not expected to perform a structural inspection. The failure is a system that allowed the complaint to be closed without documented review by a credentialed building inspector. When the case was later brought directly to Building & Safety, the Building Official identified an unfinalized roofing permit, an interior collapse the reroof inspector would not have seen, and a separate permit requirement for the damaged ceiling. The matter was then returned to Code Enforcement—the same lane that had already closed the habitability complaint as “maintenance completed.” Knowing what you do not know, and sending the case to someone who does, is part of public safety.
